The Orientation/Seminar for ACC Officers in Strengthening ACC Networking in Sulu

The Orientation/Seminar for ACC Officers in Strengthening ACC Networking in Sulu was held for the first time on May 13, 2009 in SACC Function Hall. Governor Abdusakur M. Tan, SACC Chairman graced the activity as Guest of Honor and delivered message. Most of the nineteen municipalities sent their ACC Officers along with MPDCs. SACC Partners like Task Force Comet, Task Force Sulu, Sulu Provincial Police Office, MNLF-Sulu and LGSPA were also represented. The Sangguniang Panlalawigan ng Sulu also had a representative along with Provincial Information Officer, Editor-in-Chief of Sulu Gazette, POPCOM and Provincial Cooperative Office.

The seminar started at 9.00 am with a prayer by Mr. Farham Alfad, while Ms. Jainab Pula led the singing of national anthem. Opening remarks was given by Mr. Julkipli Ahijon, Jr., then Hj. Fazlur-Rahman A. Abdulla, SACC Executive Director introduced Governor Tan as the guest speaker. Ms. Nancy Sadji took the lectern as moderator. After the governor's speech, Mr. Abdulla presented tokens of printed shirt and sling bag, which he gamely donned. The participants then posed with the governor for a group shot. Thereafter the chief executive begged to leave the activity to attend to his other appointments in the capitol. He was accompanied by Hj. Abdusoud Erwin Q. Tan, Provincial Administrator.

ED Abdulla took the floor and presented the main topic of the day, Sulu ACC Today.  He discussed the totality of ACC especially on how it would be organized in very simplified manner. LGSPA-Sulu Project Officer Ms. Fatima Darwizza A. Yusah presented the Provincial Development and Physical Framework Plan as a review, wherein mandate for SACC to help establish Municipal ACCs is clearly stipulated.

The participants then huddled with each other during lunch break when suddenly loud explosion shook the entire hall. Participants mostly stayed composed and safe, though expressed utmost concern and worry when informed that the target was the governor's convoy on their way out from capitol. Everyone was so thankful that Governor Tan met no harm except for his eleven companions who suffered less threatening injuries.

ED Abdulla prudently called for the early conclusion of the event that day while providing individual enticement particularly to the Municipal ACC Officers to harness realization of a strong networking.

The seminar is sponsored entirely by the Office of Governor Tan thru the proposition of ED Abdulla.  



SACC NEW DIRECTORY/ PHILHEALTH ENROLMENT

Main staffs of SACC are given emphasis in their functions by Executive Director Abdulla with new designations. This is in exercise of his mandate provided by Governor Abdusakur M. Tan to manage the SACC and for the officers to be even more efficient.

Mr. Julkipli Ahijon Jr., Assistant Director/Officer-at-Large; Mr. Farham E. Alfad, SACC Officer for Logistics and Mobilization; Ms Nancy Sadji, SACC Officer for Community Organizations; Mr. Conrad Agpangan, SACC Officer for Inter-Agency Relations; Mr. Jainab Pula, SACC Officer for Records and Internal Affairs; Mr. Maurice Pescadera, SACC Officer for IT Designs and Communications; Mr. Munir Dail, SACC Officer for External Relations and Mr. Marlo Fernandez, SACC Officer for Transport Service.

ED Abdulla also enrolled his officers with PhilHealth to provide more benefits to the hardworking members of the SACC team, who usually render extra efforts and time in their duty calls. The other remaining support staffs still have to comply with requirements for PhilHealth.


ADDITIONAL ROLE FOR SACC ED

In addition to his current function, ED Abdulla is also designated by Governor Abdusakur M. Tan as Provincial Civil Defense Deputized Coordinator, as an attached responsibility to SACC particularly during the activation of Sulu Disaster Coordinating Council, which the chief executive is chairman.

With the added role, the ED has legal mandate to directly link with Office of Civil Defense in the region and the National Disaster Coordinating Council.
